“The Caivano model”: exporting participatory security?

Abstract

This paper examines the “Caivano model” as an extraordinary mechanism of territorial governance, introduced by Decree Law 123/2023 and rendered replicable by Decree Law 208/2024, to critically investigate the rationale and implications of its application in marginalized areas. Through a case study and a combined empirical and documentary approach, the contribution reflects on the critical issues concerning its transferability and the socio-institutional reconfiguration it entails.
